By the year 2113, Japan has established energy independence in the wake of economic neoliberalism collapse almost a hundred years ago, prompted by a breakout of civil wars in most advanced nations. This rapid political change hastens an isolationist policy to put a stop to the deluge of war refugees and immigration, along with a rise in riots and criminal activity. To maintain what little economy and stability it has left, Japan establishes the Employment Aptitude Test, in which individuals are examined and categorized into the careers best benefiting the country. The test soon becomes compulsory for all Japanese citizens. To make the most of the test, a cymatic scan is introduced, linked to a supercomputer with a high processing power, eventually known as the Sybil System. The cymatic portion of the test becomes known as Psycho Pass, in which a scan of the brain is employed to measure a person’s mental health and potentials. Eventually, the standardized portion of the aptitude test is dropped and the Psycho Pass measurement becomes the default test. This shift brings a change in educational reforms that become dependent on it.
As the economy stabilizes to a healthy level, Japan starts taking steps to becoming food self-sufficient, as well, entrenching its isolationist status without the need for foreign aid. The Sybil System replaces a more national welfare system. The system is then employed to investigate and map latent criminal tendencies, and what is known as Crime Coefficiency is introduced--a person’s latent potential to commit crime. This is done with the goal of stabilizing crime levels. Reaching a certain set level on one’s crime potentiality--according to the Crime Coefficient Index--labels them applicable for arrest in order to curb future criminal misdemeanors. Within this police system exist “enforcers” and “inspectors”. Inspectors are tasked with the responsibility of investigating those triggering the index--citizens with the potentiality for committing crimes, while enforcers assist in the hunt and take the brunt of the physical arrests. Enforcers are often latent criminals given the opportunity to assist the system while being monitored at the same time. Dominators, a special set of handguns programed so as to shoot only those whose Crime Coefficiency is higher than what is average, aid in this process.
Akane Tsunemori starts the series as a new inspector, her first mission forcing her to take an action in which she shoots a fellow team member in order to spare him from the fate of becoming a full fledged criminal. This sets the tone for Akane’s work ethics within the Public Safety Bureau's Criminal Investigation Division. She navigates the currents of working for a dystopic system designed to keep societal stress and anxiety at bay while condemning mental illness at the same time. The ability to feel and cause stress is swiftly punished, while emotional repression segues into a loop of self fulfilling prophecies in a society where intent is controlled. The Sybil System takes responsibility for a person’s action through monitoring their free will while being quick to punish them if they stray. Throughout the course of her subsequent missions, Akane begins to learn how to become more than a watcher, observing the criminal inevitable as it happens by way of human nature, and exercise her beliefs in being an inspector for the good of society without falling into the trap of thinking, and subsequently becoming a criminal herself.

Akane describes the reason for accepting her position at the Public Safety Bureau's Criminal Investigation Division as a job “only she can do”. This is less out of vanity than her absolute belief in the value and meaning of her work as a detective. This statement is unusual in itself as she was socialized in a society where contemplating the reason for one’s existence in life is unheard of. Having applied to a great number of public and private corporations, passing the exams for all of them with the highest scores, she decides to join the police force due to obtaining the highest score alone, exceeding the employment standards, and thus believing only she can do the best job imaginable in this position. The dystopian society in which she lives is one where the burden of free will is lessened by relying on a system that makes all the decisions for you for the sake of a stress free existence. Agonizing over a place where she feels she belongs the most is something that is unusual in itself, and sets Akane apart as a self-aware individual. This suggests a high level of intelligence and emotional competence, which keep her grounded in a hectic job. Despite having her doubts during her first mission, seeing the relief of fellow teammate Shinya Kogami--the man she saves from killing a victim per orders and thus from becoming a full fledged criminal--keeps her steadfast in her resolve. She manages to save two lives on her first day of the job, showing her compassion for human life over rigidly following orders.
Her perseverance in a community built on vilifying mental and emotional stability hinges on her ability to “accept things as they are”. Akane is able to forgive her flawed society, and therefore accepts it along with its imperfection. This is mentioned as her greatest strength by Tomomi Masaoka, one of her enforcers. It hints at a great capacity for compassion that doesn’t dilute her resolve and belief in the meaningfulness of her work. These traits set her apart from fellow inspectors and enforcers. Despite her exposure to traumatic experiences, such witnessing the murder of her best friend at the hands of serial killer Shogo Makishima, Akane channels her frustration and anger into resolve to bring him to justice rather than succumb to the risk of becoming a potential criminal. Her calm demeanor and capacity for acceptance keep her afloat and grounded despite the temptation. It may also explain what is described as her most unique feature, “a healthy psycho pass” that is not tainted by psychological or emotional stress and hardships.
While strong headedness, stubbornness, and a penchant for argumentativeness are less flattering traits, they work to illustrate Akane’s clear moral compass. She does not hesitate to disagree and butt head with fellow officers, such as Nobuchika Ginoza, often in an overtly passionate and angry manner. These outbursts conflict with her usually calm and shy demeanor, a layer of inhibition she begins to shed with every case. Her strong sense of justice, however, does not muddle her politeness and the consistent level of respect she shows to everyone. These latter traits often aid her in keeping a cool head under pressure, curbing irrational and spontaneous impulses she may come to regret later. One example of that is stopping herself from taking revenge on the murdered of her best friend when given the chance, opting to bring him to justice instead despite her highly emotional state. It is a combination of the ability to think quickly on her feet and her ever present acute sense of justice.
Akane’s young age and inexperience often manifest outside of her job. She is not about venting her frustration with her coworkers to sympathetic, if uncomprehending friends. It is then she allows her doubts to surface. Some of her hesitations extend to her physical appearance, being the smallest officer in her unit. She is often shown going back and forth on what to wear, how to present herself, and how to simply appear in the best light imaginable with a great care. Despite her emotional intelligence, she does find herself unable to relate to difficult personalities, feeling cowed and intimidated at points. She has a natural ability to befriend others, and yet is not immune to clashing with those she can’t see eye to eye with. These hesitations on a personal level do not hinder her ability to take risks when needed. The young inspector is often the officer pushing for the riskier option if it entails saving lives. Her absolute faith in her task helps her remain “unclouded”, and thus untainted.

She doesn’t possess any above average physical abilities or training, but she is fairly athletic and is good at long distance running. She is also capable of first aid and emergency medical care. Her abilities are those of a perfectly healthy human being, as she does not possess any supernatural capabilities.

The air of the room remained ominously silent throughout the duration of the interview, save for a heel clicking against the polished floor, alternating with its twin. It was the only outward sign of nerves the young woman had allowed herself in the past forty five minutes.
After all, it had been forty five minutes since the last formative question was posed to her, punctuated with “you really are the only person for this job.”
It was doubtful and a little more than outright incomprehensible. It had given Akane the liberty of expressing disbelief, outrage, confusion, and even fear at the prospect. What it did not allow her, however, was the self righteous display of storming out the door, or the pleasure of slamming it shut behind her; not with the terms provided. Sitting still had never been so torturous before.
“I can’t possibly be the only one, not for something on this scale… That is what you’re expecting me to say.” she divulged at last, measuring the impact of her conclusion by the smile stretching slowly across the features of the agent that had finally turned to face her upon hearing the words.
“And if I refuse, if I willingly walk away now, you could get the next best person and get it over with,” what remained unsaid between them was the possibility of a trap, the possibility of this entire situation being a pretext for a set up. It was the more logical conclusion to jump into. There had been the dismayed head shakes and sad smiles before when the initial proposal was met with a disbelieving “no”. The lack of a follow up to the original call of distress in her presence had stilled her reaction, keeping her seated and in place.
“If you had any intention of refusing, you would have walked away an hour ago,” the agent reminded her, eyes still red rimmed with the previous effort of appealing to her better nature for her help.
That was the first seed to doubt to take effect.
Perhaps it wasn’t curiosity that had kept Akane rooted to her seat for the past hour. It wasn’t even moral outrage at the proposition, desperate as it was. Something in her that had taken hold of her resolve needed to see all these faces that were approached, men and women whose better natures were appealed to to join this particular predicament. There was a need to meet those who had made the best choice they could under the circumstances given.
And if she joined their ranks, there could even be hope for more than her own home.
